“KEYSTONE COP” CARVED AND PAINTED WHIRLIGIG. First quarter 20th century, probably Pennsylvania (note: end of each paddle arm with incised “hex” sign). Paddle arms mounted to the body, with steel rods and leather washers, bowler hat with silver displayed eagle on the crown, uniform jacket with brass buttons and mounted with a copper badge.
